The cottage party, being a closed venue need not be notified. However, we will have to make sure that we do notify for various activities that may involve more than 9 people - swimming, walking, climbing, etc. as those will take place in venues that are arguably public. How many notifications we should generate is difficult to determine. One for each separate activity, each time it occurs seems sufficiently annoying, I mean, prudent, but there are inherent difficulties with scheduling using that approach. Perhaps we should also contemplate blanket notifications for the entire time of potential gatherings. Not yet having read the legislation or regs, I am wondering whether tweeting individual members of the relevant police force is necessary, in addition to letters and faxs. Perhaps all of the above, just to be safe.

With a crowd of 10:
Notify the police,
walk to the end of the driveway,
walk back to the cottage.
Notify the police,
walk to the end of the driveway,
walk back to the cottage.
Repeat many times, preferably in the middle of the night.

I wonder if the legislation requires you to inform the authorities of the taste and textural qualities of every raspberry picked on the traditional expedition.

I am not familiar with the geography of Quebec, but I feel that there also ought to be some late-night field trips to swampy and mosquito/midge-ridden areas, if available.

Only if the police will accompany us, although they might decide that the insects are biological warfare.
